Could a progressive health contribution solve the funding problem in healthcare?

In Rzeczpospolita’s Panel of Economists, Prof. dr hab. Marek Kośny considers a proposal for a progressive health contribution linked to income. He does not support introducing it at this stage. He argues that the more urgent task is to make the contribution independent of employment status and the form of taxation. Any future progressive model would require a broad distributional analysis covering the combined effect of taxes and social contributions on different income groups.
