Dr Milena Kowalska is an economist, researcher and expert in corporate finance, public finance and social policy. As an Assistant Professor in the Department of Corporate Finance and Public Finance at Wrocław University of Economics and Business, she conducts research on universal basic income, social-benefit systems and their economic and social effects. She is the author of a monograph and academic publications on universal basic income and the consequences of public policies.

She chairs the Council of Young Scientists (9th term), an advisory body to Poland’s Minister of Science and Higher Education, and was appointed by the Minister to the advisory team for the “Perły nauki” (Pearls of Science) and “Perły nauki II” programmes. She serves as a financial expert for the National Centre for Research and Development (NCBR) and as an expert and evaluation-panel member for the Polish National Agency for Academic Exchange (NAWA). She is a member of the Basic Income Earth Network (BIEN) and of international research and expert teams.

She combines academic experience with advisory work, local-government practice and management in the non-governmental sector. Active in local government since 2014, she has extensive experience in local-government finance, budgeting and the functioning of local-government units. She chairs the Supervisory Board of Wrocławskie Inwestycje Sp. z o.o., bringing together research competence and practical experience in ownership supervision and corporate governance. She co-authored the Institute of Finance report “Property Taxation in Poland against the Background of European Systems: Selected Problems and Proposals for Change” (2023).

Selected projects and commissioned work 

  • Institute of Finance at the Ministry of Finance (2022–2023): co-author of the report “Opodatkowanie nieruchomości w Polsce na tle systemów europejskich. Wybrane problemy i propozycje zmian” (Property Taxation in Poland against the Background of European Systems: Selected Problems and Proposals for Change), prepared by an interdisciplinary team of experts from SGH Warsaw School of Economics, Wrocław University of Economics and Business and the University of Białystok. The report analyses the shortcomings of the Polish property-tax system against European solutions and identifies directions for its rationalisation, with particular attention to the consequences for municipal finances and local communities.
