UEW Open Access Policy

Wroclaw University of Economics has actively joined the development of the Open Science movement, promoting good publishing practices, crucial for the development of science in compliance with the highest standards of research integrity.

In accordance with the concept of Open Science, guided by the principles of transparency and wishing to ensure open and unrestricted access to knowledge for all, as well as taking into account the benefits of extensive collaboration and knowledge sharing at the University of Economics in Wroclaw, an Open Access Policy has been introduced, i.e. guidelines for authors on publishing in open access and making research data available in an open institutional repository WIR Knowledge Base

OPEN ACCESS POLICY OF THE UNIVERSITY OF ECONOMICS WROCŁAW

Preamble

Guided by the principles of transparency and wishing to ensure open and unrestricted access to knowledge for all, and taking into account the benefits of extensive cooperation and knowledge sharing, an Open Access Policy is being introduced at the University of Economics in Wroclaw.

§ 1

The terms used in the Open Access Policy, hereinafter referred to as the “Policy”, mean:

  1. Publications:
    1) publications in scientific journals,
    2) publications in peer-reviewed conference proceedings,
    3) scientific monographs and chapters in scientific monographs,
    4) Doctoral dissertations.
  2. Research data – information in any form and any content collected or compiled as material for analysis as part of scientific research.
  3. Open access – free, open and universal access to scientific papers without financial, legal or technical barriers.
  4. The golden path – publishing in open-access scientific journals and books.
  5. The green way – depositing in a repository.
  6. Pre-print – manuscript, manuscript, version of a document before review.
  7. Post-print – a peer-reviewed manuscript, a post-review version of a document.
  8. WIR Knowledge Base Repository – an IT tool for depositing, storing and making available online the UEW’s scientific output, for depositing and disseminating publications.

§ 2

This Policy does not affect the obligations arising from the Regulations on the management of copyright, related rights, industrial property rights and the principle of commercialization of the results of research and development work at the Wroclaw University of Economics, in particular the obligation of authors to disseminate scientific works in a manner that will not lead to the deprivation of legal protection of other creative results (i.e., for example, the possibility of obtaining a patent for the invention described in the work).

§ 3

This Policy applies to employees, doctoral students and students of Wroclaw University of Economics, as well as other persons with whom Wroclaw University of Economics has entered into an agreement providing for the application of the Policy. The policy applies to publications and research data, especially those produced as a result of public funding, where Wroclaw University of Economics is stated in the affiliation.

§ 4

  1. The authors provide open access to the publication and research data by making it available to the public so that anyone can access it at a time and place of their choosing, and the possibility of free and technically unrestricted use with the granting of a Creative Commons free license, implementing the principle of parallel paths:
    1) publishing in peer-reviewed open-access scientific journals and books (the golden path) and depositing them in the WIR Knowledge Base Repository of the Wroclaw University of Economics,
    2) Deposit the electronic form of the final version of the publication, possibly the author’s version or the version allowed by the publisher’s policy (green way) in the Knowledge Base Repository of the WIR of the Wroclaw University of Economics.
  1. The rules for submitting publications to the WIR Repository and how to make them available are set forth in the WIR Knowledge Base Regulations.
  2. The public release referred to in paragraph. 1, shall be provided as soon as possible after acceptance of the work for publication.
  3. In particular, the authors of the publication are obliged to make every effort to agree on the fulfillment of the obligation indicated in paragraph. 1:
    1) with publishers,
    2) and other users of the publication (e.g., organizers of scientific conferences), including to grant non-exclusive licenses to the publication that do not contain provisions that limit or exclude the possibility of performance of the obligation
    indicated in paragraph. 1.
  4. In the event that the performance of the obligation indicated in paragraph. 1 is not possible, however, this obligation is considered fulfilled if the author of the publication makes and documents his efforts to make the publication openly available.

§ 5

Scientific journals published by the Publishing House of the Wroclaw University of Economics are published in the open access model using Creative Commons free licenses.

§ 6

  1. The Plenipotentiary of the Rector of UEW for Open Access coordinates work related to the creation, maintenance and development of open access infrastructure at the Wroclaw University of Economics,
  1. In addition, the UEW Rector’s Plenipotentiary for Open Access conducts activities in the field:
    1) organization of education of the Policy’s addressees on open access to publications,
    2) monitoring the implementation of the Policy,
    3) submits an annual report on the implementation of the Policy to the Rector of UEW, by the end of the first quarter of the following year.
  2. A unit that supports employees, doctoral students and students of the Wroclaw University of Economics in providing open access to publications
    and research data is the Open Science Resources Branch at the Main Library.
