Economic, social and institutional determinants of water management in Polish agriculture in the context of adaptation to climate change

Project manager: dr hab. inż. Arkadiusz Piwowar, WUEB

The project is aimed at gaining new knowledge about farmers’ behavior in the context of climate change issues that relate to agricultural water management. In view of anticipated climate change, the entire agricultural production system in Poland will have to transform and become more resource-efficient. The results of the research can make a significant contribution to the development of economic sciences, especially in the area of economic and organizational aspects of conducting agricultural activities under water scarcity conditions. The problems of the proposal focus on issues of sustainable development economics and agricultural economics. The research is not geared toward practical application, but is intended to provide knowledge that will contribute to agricultural development, taking into account climate change. There is little research in the literature on the relationship between attitudes, farming systems and farming practices in the area of water management. Instead, the literature increasingly emphasizes that the limiting factor in the volume of agricultural production is water supply.

The main objective of the project is to identify the type of relationships and strength of dependencies between natural, agrotechnological and economic determinants of water efficiency in agriculture. The main research hypothesis was formulated as follows: “Strategies and plans at the farm level hardly cover the issues of field water use for crops grown and evapotranspiration and grassland yield.”

The paper will be based on the results of an empirical survey of farmers. The spatial scope of the study will include the catchment areas of two of Poland’s three largest rivers (random selection). A total of 480 farmers are planned to be surveyed. Other techniques and tools were also included in the research methodology, including. interviews with experts. This project will use descriptive-qualitative analysis, comparative analysis and statistical analysis methods.

Implementation of the project will contribute to the enrichment of the current state of knowledge in the field under study, including, among other things. o the economic, environmental and social determinants of the theoretical basis of water management in Polish agriculture. The research results obtained will enable verification of existing views on the research area in question, and will establish the basis and reference point for further analysis of the problem in the future and in other geographic areas and/or water cadastre. The results of the research carried out under this project will bring new values to economic theory, especially agricultural economics. The theoretical context of the considerations also falls within the field of water economics and environmental management in rural areas.
