Dr Milena Kowalska of Wroc\u0142aw University of Economics and Business has been appointed to the 9th term of the Young Scientists\u2019 Council. The body advises the Minister of Science and Higher Education on measures that shape early academic careers. Her appointment brings WUEB\u2019s expertise in public finance and social sciences into national science policy.<\/strong><\/p>\n\n\n\n

The Young Scientists\u2019 Council – an advisory role in science policy<\/h2>\n\n\n\n

Dr Milena Kowalska has been appointed to the Young Scientists\u2019 Council (9th term) in the field of social sciences.<\/strong> The Council operates as an advisory body to the Minister of Science and Higher Education.<\/p>\n\n\n\n

Its remit is to identify barriers to academic career development and to formulate recommendations on instruments supporting early-career researchers. It provides a forum where academic experience informs systemic solutions.<\/p>\n\n\n\n

The Council was established by Order of the Minister of Science and Higher Education <\/strong>of 24 February 2026 on the appointment of the advisory body – the Young Scientists\u2019 Council (Official Journal of the Minister of Science and Higher Education, 2026, item 10), pursuant to Article 341 of the Act of 20 July 2018 \u2013 Law on Higher Education and Science (Journal of Laws 2024, item 1571, as amended). The advisory body has been appointed for the period from 1 March 2026 to 29 February 2028.<\/p>\n\n\n\n

Members of the Council are young scientists within the meaning of Article 360(2) of the Law on Higher Education and Science, representing different disciplines.<\/strong><\/p>\n<\/div>\n\n\n\n

Academic profile of dr Milena Kowalska<\/h2>\n\n\n\n

Dr Milena Kowalska is affiliated with the Department of Corporate Finance and Public Finance at the Faculty of Economics and Finance, Wroc\u0142aw University of Economics and Business. <\/strong>Her research focuses on universal basic income, public finance, economic policy and systemic solutions with social impact. Her publications address, among other topics, public revenues, redistributive mechanisms and instruments of socio-economic policy.<\/p>\n\n\n\n

She has represented Wroclaw University of Economics and Business at the Basic Income Earth Network Congress in Brisbane, Seoul, Bath and Rio de Janeiro, presenting research findings to an international academic audience.<\/p>\n\n\n\n

Her work combines theoretical analysis with an examination of the practical consequences of financial and regulatory decisions, particularly in the context of state and local government functioning.<\/p>\n\n\n\n

Public service experience – linking research and practice<\/h2>\n\n\n\n

An important element of dr Milena Kowalska\u2019s professional profile is her long-standing engagement in local government. She serves as a councillor of the City Council in Ostr\u00f3w Wielkopolski.<\/p>\n\n\n\n

This experience connects academic insight with the day-to-day management of public finances at the local level. Familiarity with municipal budgeting and decision-making processes strengthens her expertise in public finance and economic policy.<\/p>\n\n\n\n

Her appointment to the Young Scientists\u2019 Council reflects a coherent professional path that integrates academic research, expert activity and public responsibility.<\/p>\n\n\n\n
