Only 12% of farm holders are under 40 \u2013 in a sector that underpins something as basic as food security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So is Europe\u2019s countryside simply ageing, or are the rules of the game changing?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Bogus\u0142aw P\u00f3\u0142torak, Associate Professor at WUEB, the starting point is clear: the EU faces a generational issue in farming, but also a broader shift in what rural areas are for and who builds their economies.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-large-font-size\">Young blood in the countryside: real need or statistical anxiety?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The European Commission\u2019s response is the so-called generational renewal strategy. It includes, among other tools:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>a start-up package of up to EUR 300,000 for young farmers,<\/li>\n\n\n\n<li>sickness benefits,<\/li>\n\n\n\n<li>and \u201cErasmus for Young Entrepreneurs\u201d \u2013 an exchange and learning scheme with other farm holders.<\/li>\n<\/ul>\n\n\n\n<blockquote class=\"wp-block-quote is-style-default is-layout-flow wp-block-quote-is-layout-flow\" style=\"border-top-style:none;border-top-width:0px;border-right-style:none;border-right-width:0px;border-bottom-style:none;border-bottom-width:0px;border-left-color:var(--wp--preset--color--ast-global-color-1);border-left-width:4px;padding-top:0;padding-bottom:0\">\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>\u201cIf we do not encourage young people to take over farms, our European food security will be at risk. (\u2026) But the growth-oriented economic activity in rural areas today will be different from traditional farming. Traditional agriculture has changed a lot over the last 20 years.\u201d &#8211; Bogus\u0142aw P\u00f3\u0142torak<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">The key shift lies in the question itself. It is not only about whether \u201csomeone young comes to the countryside\u201d, but in what role they arrive. As a classic full-time farmer? Or rather as an entrepreneur who combines production with processing, services and online sales?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Dr P\u00f3\u0142torak, some farms will \u201crejuvenate\u201d in a natural way \u2013 especially where agriculture already operates as a fully fledged business: scalable, profitable and embedded in a longer value chain, from field to online sales. These are the places where young people can clearly see purpose, prospects and room to grow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For many others, the likely scenario is different: younger generations will look for jobs outside farming, though often still living in rural areas.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-large-font-size\">Rural areas as a place to live, work and build businesses<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In the expert\u2019s comments, the countryside appears as much more than farmland. On the one hand, <strong>there is increasingly \u201cindustrial\u201d agriculture: large farms, land consolidation and significant investment in modern technologies. <\/strong>As he notes, the average farm in Lower Silesia is now twice as large as 20 years ago. This means higher capital needs, greater specialisation and economies of scale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the other hand, <strong>real potential often lies not in hectares but in ideas. <\/strong>Growing tourism, wine-making and cheese-making, local premium food brands and the spread of remote work all mean that rural areas are becoming:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>a place to live,&nbsp;<\/li>\n\n\n\n<li>a place to&nbsp;rest,&nbsp;<\/li>\n\n\n\n<li>and a place to&nbsp;develop&nbsp;entrepreneurship&nbsp;\u2013 not&nbsp;only&nbsp;in&nbsp;farming.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This wider perspective changes <strong>how we think about \u201cyoung people in the countryside<\/strong>\u201d: their careers may be shaped as much by services, creative industries and digital work as by classical agricultural production.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-large-font-size\"><strong>How&nbsp;many&nbsp;people&nbsp;really&nbsp;work&nbsp;in&nbsp;farming?<\/strong> &nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">One clear figure from the interview stands out. <strong>Around 40% of Poland\u2019s population lives in rural areas, but only about 10% works in agriculture<\/strong> \u2013 compared with an EU average of around 4%. In Lower Silesia, only about 4% of residents are now directly involved in agricultural production.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These numbers force a change in mindset. The future of rural areas is not just the future of farmers, but of an entire network of new services and professions located in the countryside.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">T<strong>he European Union reflects this trend in its new financial perspective, with stronger support for eco-schemes and non-agricultural activities in rural areas.<\/strong> This is where many young people may look for their place: as innovators, service providers or creators of local brands \u2013 not necessarily as owners of large farms.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-large-font-size\">EUR 300,000 for young farmers: breakthrough or first step?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The start-up package of up to EUR 300,000 for young farmers is one of the most visible elements of the generational renewal strategy. The amount sounds impressive, but does it solve the problem?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dr P\u00f3\u0142torak\u2019s answer is nuanced. On the one hand, <strong>such funding can genuinely help those who already have a base \u2013 for example, a family farm \u2013 and want to develop a new idea: processing, tourism, a local product brand or a related business.<\/strong> In these cases, money from Brussels can become a real development impulse.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the other hand, it is important to be honest: <strong>for someone who dreams of building a large, highly mechanised farm from scratch, EUR 300,000 is simply not enough. <\/strong>Modern large-scale farming today means multi-million-euro investments in machinery, technology and infrastructure.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">In the discussion, a clear distinction emerges between two pillars:<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>a \u201chard\u201d pillar of food security<\/strong> \u2013 large farms, economies of scale and advanced technologies, strongly supported by the Common Agricultural Policy;<\/li>\n\n\n\n<li><strong>a \u201csoft\u201d pillar of rural development<\/strong> \u2013 diverse services, new forms of entrepreneurship and ways of living, where young people can enter with less capital but more creativity.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This leads to a key, somewhat provocative question:<strong> should public policy aim to \u201crejuvenate agriculture\u201d at any price \u2013 or rather to create conditions in which young people can make informed choices between farming and other forms of activity in rural areas?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dr P\u00f3\u0142torak leans towards a middle-ground answer. Succession will naturally take place where farms are profitable and run as modern firms.
